中國網(wǎng)武漢11月18日訊 為推進(jìn)湖北與世界的“雙碳”合作、促進(jìn)碳市場(chǎng)與碳金融發(fā)展，由湖北省人民政府、國務(wù)院僑務(wù)辦公室主辦的第二十三屆華僑華人創(chuàng)業(yè)發(fā)展洽談會(huì)（簡稱“華創(chuàng)會(huì)”）碳金融賦能產(chǎn)業(yè)發(fā)展暨氣候投融資論壇于17日在武漢東湖國際會(huì)議中心舉辦。
To advance Hubei's collaboration with the world in'carbon peaking and carbon neutrality'efforts and promote the development of the carbon market and carbon finance, the 23rd Conference on Overseas Chinese Pioneering And DevelopingIn China (HCH) Carbon Finance Empowering Industrial Development and Climate Investment and Financing Forum, sponsored by the Hubei Provincial People’s Government and the Overseas Chinese Affairs Office of the State Council, was held on the 17th at the East Lake International Conference Center in Wuhan.
此次論壇是將“碳”主題首次納入華創(chuàng)會(huì)的探索創(chuàng)新之舉，以“金融賦能‘ 碳’索未來”為主題，匯集國際國內(nèi)生態(tài)環(huán)境、金融等領(lǐng)域?qū)＜覍W(xué)者智慧，共同探討碳市場(chǎng)領(lǐng)域國際合作、碳市場(chǎng)金融制度創(chuàng)新、氣候投融資發(fā)展等熱點(diǎn)問題，以金融助力碳市場(chǎng)發(fā)展，推動(dòng)碳市場(chǎng)領(lǐng)域國際合作，為“雙碳”產(chǎn)業(yè)發(fā)展注入新動(dòng)力。
This forum marks the first time the'carbon' theme has been integrated into HCH as an innovative exploration. Centered on the theme'Financial Empowerment for a Carbon-Neutral Future,' the forum gathered international and domestic experts and scholars in ecology, environment, and finance. It focused on hot topics like international cooperation in the carbon market, innovation in carbon market financial systems, and development of climate investment and financing. The aim is to use finance to boost the development of the carbon market, promote international cooperation in the field, and inject new momentum into the'carbon peaking and carbon neutrality' industry's growth.
湖北省生態(tài)環(huán)境廳二級(jí)巡視員田啟在致辭時(shí)指出，湖北在加強(qiáng)區(qū)域碳市場(chǎng)體系建設(shè)、擴(kuò)大碳金融規(guī)模、加快帶動(dòng)碳產(chǎn)業(yè)發(fā)展等方面務(wù)實(shí)推進(jìn)，已取得良好成效。未來將錨定加快建設(shè)全球碳交易注冊(cè)登記中心、全國碳市場(chǎng)中心和全國碳金融中心三個(gè)中心的目標(biāo)，以深化湖北區(qū)域碳市場(chǎng)建設(shè)為抓手，以建設(shè)科學(xué)穩(wěn)定高效有序的全國碳排放權(quán)注冊(cè)登記系統(tǒng)為牽引，持續(xù)推動(dòng)碳金融和氣候投融資創(chuàng)新，擴(kuò)大碳產(chǎn)業(yè)規(guī)模，助推湖北在新發(fā)展格局下實(shí)現(xiàn)綠色低碳華麗轉(zhuǎn)型。
Tian Qi, a second-level inspector of the Hubei Provincial Department of Ecology and Environment, stated in his speech that Hubei has made good progress in strengthening the regional carbon market system, expanding the scale of carbon finance, and accelerating the development of the carbon industry. In the future, Hubei will aim to quickly establish three centers: a global carbon trading registration center, a national carbon market center, and a national carbon finance center. The region will deepen the construction of the Hubei regional carbon market, create a scientific, stable, efficient, and orderly national carbon emission rights registration system, and continue to innovate in carbon finance and climate investment and financing, thus expanding the carbon industry and helping Hubei to achieve a green and low-carbon transformation in the new development pattern.
近年來，為落實(shí)國家對(duì)氣候投融資試點(diǎn)工作的要求，武漢市武昌區(qū)搭建了以碳賬戶為基礎(chǔ)，項(xiàng)目庫、企業(yè)庫和金融產(chǎn)品庫為核心，投融資服務(wù)為功能的武漢氣候投融資綜合服務(wù)平臺(tái)。本次論壇期間，該平臺(tái)正式上線，未來將引導(dǎo)和促進(jìn)更多資金投向應(yīng)對(duì)氣候變化領(lǐng)域，有效推動(dòng)公共和社會(huì)資本的合作機(jī)制，優(yōu)化能源結(jié)構(gòu)，助力“雙碳”目標(biāo)早日實(shí)現(xiàn)。
In recent years, in order to implement the national requirements for the pilot work on climate investment and financing, Wuchang District of Wuhan City has set up the Wuhan Climate Investment and Financing Comprehensive Service Platform, which is based on carbon accounts, with a project database, enterprise database and financial product database as its core, and investment and financing services as its functions. During this forum, the platform was officially launched, which will guide and promote more funds to be invested in the field of climate change, effectively promote the cooperation mechanism between public and social capital, optimize the energy structure, and help the‘carbon peaking and carbon neutrality’goals to be realized as soon as possible.
本次論壇由武漢市委統(tǒng)戰(zhàn)部、武昌區(qū)人民政府承辦，共有來自省市區(qū)相關(guān)部門領(lǐng)導(dǎo)，特邀嘉賓、華僑華人代表，在漢各金融機(jī)構(gòu)、投資機(jī)構(gòu)代表，高校及科研院所專家學(xué)者，涉碳企業(yè)代表等150余人參加。
Organized by the United Front Work Department ofthe CPCWuhan Municipal Committee andWuhan Wuchang District People's Government, the forum was attended by more than 150 participants, including leaders of relevant departments of provinces and municipalities, invited guests, representatives of overseas Chinese, representatives of financial institutions and investment institutions in Han, experts and scholars from colleges, universities and scientific research institutes, and representatives of carbon-related enterprises.
